No, not every character in the library appears on the map. Characters who have significant locations either as part of their character backstory, or their character backstory leads them to go to a specific location, are marked on the map. This doesn’t mean you must have them based in that location if you were to adopt a character for your campaign, but it does give a guide to characters who are in an area if your campaign takes place in a specific location.
